Milford Approves $8.5M Water Infrastructure Upgrade in Landslide Special Election

MILFORD, DE — Milford is officially moving forward with a much-needed water infrastructure overhaul, following strong voter approval in a special election held Saturday, April 26.

Out of 156 total votes cast, 135 Milford residents said “yes” to the city’s proposal to borrow up to $8.5 million for major improvements to its water system. Only 21 votes were cast in opposition.

While the number of voters may seem small, the outcome carries big weight for the city’s future.

What’s Included in the Project?

According to the City of Milford and spokesperson Lauren Swain, the project will bring:

  • A new water treatment facility

  • A new water supply well

  • A brand-new water tower

These upgrades are crucial as Milford continues to grow rapidly—welcoming new homes, businesses, and even a recently announced Corporate Center.

Mayor Todd Culotta emphasized the importance of acting now.

“With growth, you’re going to need to improve infrastructure,” said Culotta. “This will help with fire response, better water service to homes and businesses, and prepare us for what’s ahead.”

Why It Matters

The city says this investment won’t raise taxes or utility rates—something officials have made clear from the beginning. The project will be funded through bonds (capped at $8.5 million) with an average interest rate not to exceed 7%.

In other words: Milford gets better water service without residents paying more.

Swain added that the improvements will mean more water, higher quality water, and better pressure and reliability for both residential and commercial customers.

Backed by Voters

The April 26 referendum saw steady turnout at the Milford Public Works Facility. Now that the votes are in, the city’s Board of Elections is preparing to finalize and certify the results with the State of Delaware.

Milford’s decision to invest in its core infrastructure—without passing the cost to taxpayers—is a proactive move, and one that sets the stage for sustainable growth.
