Delaware is one step closer to launching its recreational cannabis market—safely and responsibly.

On Thursday night, Governor Matt Meyer signed House Bill 110 into law, officially updating the state’s fingerprint-based background check process for individuals hoping to work in, own, or manage a licensed marijuana business.

Why HB110 Matters

HB110 is more than just paperwork—it’s a critical fix to help Delaware meet federal background check standards. Without these changes, the state wouldn’t have access to the FBI’s national fingerprint database—an essential tool for running secure and transparent licensing for the new cannabis industry.

Governor Meyer emphasized the importance of this law not just for public safety, but for the success of the entire cannabis rollout.

“Delaware’s recreational cannabis industry is going to create good-paying jobs and provide critical revenue for the state to help pay for schools, housing, and healthcare,” said Governor Meyer. “House Bill 110 will strengthen our background check requirements, align our practices with federal standards, and safeguard public trust.”

“With HB 110 now law, I’m hopeful the Office of the Marijuana Commissioner will be able to secure the necessary approvals to establish the background check system needed to move Delaware’s adult-use cannabis industry forward,” Osienski said.
